Dream Voicemail runs off the built-in voicemail menu, so there's no app or portal step.
From your Dream Mobile handset, press and hold the 1 key (or press the dedicated Voice Mail button if your phone has one). Your phone needs its Voice Mail Center number configured first; on most devices this populates automatically from the SIM.
Follow the prompts in the Voice Mail Menu to set your passcode.
To record your greeting: press and hold 1 to enter voicemail, press 3 for the "No answer greeting" menu, then press 1 to record a new message.
To retrieve messages later, use the same entry point: hold 1 or hit the Voice Mail button, then follow the menu.
